Glama Carter, director of SCAT, told the commissioners the changes were needed to ensure the new route was "budget neutral." After the first 18 months, the county will have to fully fund the $714,000 annual operating expense if Route 30 is to be maintained. A new $446,773 bus for the route will be paid for through sales tax revenue, Carter explained. It will be delivered in May or June. An existing SCAT Express bus will be moved over to Route 30 to join the new one. When Carter first proposed the University Parkway service to the County Commission in August 2013, the board decided to put the plan on hold because of insufficient money to support it. However, the County Commission directed SCAT officials to seek funding oppor- tunities such as federal grants. Subsequently, SCAT achieved success in applying for Federal Transit Authority funding.
