already has every scrap of approval he needs for a 10-story, 168-unit building on Second Street in downtown Sarasota. But he bought extra land, and he wants to know whether he can put only one building on the site or whether he has to erect two. That, fundamentally, was the question before the Planning Board, but without any archi- tect's renderings or engineering drawings showing a concept for the proposal. Adding to the complexity of the matter, Biter gets a double density bonus because he is using the Downtown Residential Overlay District pro- visions for his project. With member Chris Gallagher, an architect, recusing himself, the Planning Board voted 3-1 to approve Biter's one-building plan, with member Jennifer Ahearn-Koch in the minority. Chairman Vald Svekis said, "I trust staff will ensure the architecture is good for downtown." THE NIGHTCLUB THAT IS NOT Duval's on Main Street wants to serve whis- key with dinner as well as wine.
