On Monday evening, June 30, during a four- hour marathon with around 50 attendees, county Long-Range Planning Manager Allen Parsons explained the concept of fiscal neutrality, the principle that a new neighbor- hood generates enough government revenue through impact fees and taxes to cover any additional burden on county services. One of the county's proposals is to eliminate a 2050 requirement that a developer demonstrate fis- cal neutrality at each phase of construction.
