Then Patterson pointed out that the county's original proposal for the stormwater project called for the effluent to be discharged into the Grand Canal on Siesta Key, and residents living along the canal "became unglued about it. So this [pipeline to the gulf] was the solution." Finally, Patterson said, "I'm not an engineer, [but] I do know [the Siesta Beach projects were not] engineered with three different people not talking to each other."
