Seventy-eight percent of its 262 positions comprise bus operators, mechanics and other personnel, such as attendants who assist users of the paratransit service. Fifty-seven percent of SCAT's expenses are for salaries, wages and benefits. The top performing routes for SCAT were No. 12/Lockwood Ridge; No. 99/Palmetto; No. 6/ Beneva; and No. 17/Tamiami Trail. "Nine of the [fixed] routes operate below the average cost for transit," Paul said.
