After the public testimony, City Commissioner
Susan Chapman said, "I can remember the
last meeting where people came forward and
said they needed showers and bathrooms and
a safe place to live. So the city found that [at
The Salvation Army], and now [people] say
they don't want it."
"Contrast this with the sheriff's operation,
and downtown was flooded with people the
day after," added Chapman. "And they didn't
establish any protocols."
