I don't understand it. As long as I've been alive, I think, it's been illegal to park in front of a fire hydrant. People [here] do it all the time." Yet, if people refuse to abide by the law, he said, "There's not a lot we can do to stop them. THE DISCUSSION When Patterson asked Harriott whether including the handicapped parking space in the plan would compromise the ability of driv ers to turn around at the end of the road, he said, "It would not," presuming illegal park ing on the street did not impede such motion. "That space is completely outside the paved area," he told her. "You can have all the turnaround space you want," Barbetta pointed out, "but if the fire truck can't get down the street, it doesn't do any good."
