DeMarsh reported that when city and county representatives met most recently to address the matter — in March — they agreed the county would draft a proposal outlining the terms of the transfer of the property from the city to the county. But the city attorney and his staff have been "reviewing old city files," DeMarsh added, with the city attorney saying he first had to make certain the proper legal description of the parcel had been recorded.
