The rail corridor has long been the site of a string of encampments, probably going back to the hobo days of the 1920s. At least one of those encampments has been linked to fires adjacent to a fuel storage facility (see the related story in this issue). Barwin added that the encampment near the cemetery between 10th and 12th streets is still in use. "We did one trash cleanup, and we will need to do another in the very near future," he said. That is the encampment the City Commission ruled off-limits to police unless there were calls there for service.
