• Reduce the current limitation on annu- al growth in the assessed value of certain non-homestead property from 10 percent to 5 percent. (This does not apply to school districts.)
• Allow the Legislature to prohibit increases in the assessed value of homestead proper- ty and certain non-homestead property in any year when the market value of the prop- erty decreases. In other words, this would prevent what is referred to as "recapture" of tax revenue.
