continued. An enlisted person who could
get assistance through the program might be
deployed or transferred and default on the
loan, and then the local government might be
unable to sell the house.
THE DECISION
Hadsell said it is "very apparent the County
Commission would like to move forward
expeditiously on this program, [but] I have
kind of drug my feet on this."
Until he was able to get a clear reading of the
situation from HUD about the loan repay-
ments, he added, "I didn't want to pull the
plug on the program."
He added that he wanted both the city and
county boards "to have all the facts."
And even though the HUD official confirmed
his interpretation of the situation, the com-
munication was verbal. He has yet to receive
the information in writing, he noted.
However, HUD has only six employees in
the HOME division, he pointed out, and they
also are responsible for work on the National
Housing Trust Fund, an affordable housing
program created in response to the recession.
"They're overwhelmed," he added.
Although the HUD official said "she felt ter-
rible" about the stricter interpretation of the
rules, Hadsell said, she told him she could do
nothing about that.
Hadsell told the News Leader his goal in
addressing the situation with both the City and
County commissions is for "both sides to be
happy" with whatever steps they take next. %
