Meanwhile, government is still "trying to solve the problem" — perhaps because it is not listening. When consultant Robert Marbut delivered his report to another joint city- county commission meeting on Nov. 25, City Commissioner Willie Shaw called for a motion to postpone any decision on a new shelter until a public hearing could be held. His motion failed, 3-2, with Shaw and Commissioner Susan Chapman in the minority. It was not until Jan. 21 — the day after the annual Dr. Martin Luther King Jr. Day observance — that Shaw would strike a con- versation with his own commission about the operation of a homeless shelter. By then work was already under way to consider three sep- arate sites for the proposed shelter — two within the city and one just across the city- county line.
