THE PUNCH LIST During the hearing, Yantorno testified that the reason the detailed punch list was created and provided with the Dec. 31 TCO extension was that "up to that point, we hadn't seen any [substantial progress] and we wanted to make sure that, going into another TCO, that we were going to see some substantial move- ment towards completion [of the items]."
