QUESTIONING TCO DECISIONS Aker also questioned Jon Mast, the county's manager for land development services, about the reason for Assistant County Administrator Cunningham's involvement in the decision to deny another extension of the TCO on Jan. 31. Mast replied that denying a TCO is not taken lightly. "One does not do it in a vacuum," Mast added; it was appropriate to check with supervisors in such circumstances. When Aker then asked how many other busi- nesses are operating with TCOs, Mast said he did not have that information. In response to a follow-up question from Aker, Mast replied that no other TCO has been revoked during the 13 months he has held his position with the county. Yantorno testified that he also had no idea how many TCOs were outstanding as of March 21, but he could obtain that information. "Are extensions of TCOs not important to you?" Aker asked. "Of course, they are," Yantorno said. However, Yantorno continued, "Within my department, 25,000 permits are issued every year, and I can't possibly be aware of every single permit that goes out." In response to another question, Yantorno told Aker the first TCO extension denied that he could recall during his tenure with the county had involved a daycare center; that situation took place about two years ago. Aker also asked Yantorno about why he issued the TCO in December when his dep- uty, Croteau, issued the first two.
