Although it would cost millions, they noted, the diverging diamond at the I-75 and University Parkway location would be less expensive than some options and "provide the same level of service" as an overpass above the interstate. "It is the best [kind of] intersec- tion here," said Donnie Holcomb, an engineer at HDR Inc. and consultant for FDOT. But neither Sarasota nor Manatee County commissioners were keen on FDOT's plan. Some said they did not like the funds the counties were being asked to contribute, and they were wary of the complexity — and size — of the diverging diamond intersection. Manatee County Commissioner Carol Whitmore said something had to be done in that area to improve the traffic flow, but she voiced shock at the presentation, which included a video showing a diverging dia- mond interchange in Utah. "This is a new thing," Whitmore said. "We were kind of freaking out when we watched the video." Sarasota County Commissioner Nora Patterson noted that it all came down to cost. "The question is who pays for the ultimate solution." Manatee Commissioner Vanessa Baugh con- curred with that sentiment. "I will say one word, and that is … 'money.'" Sarasota County Commissioner Joe Barbetta questioned whether the diverging diamond would be the best type of upgrade for the intersection. "There are none in Florida?" Barbetta asked the consultants. Given an affirmative response, he replied, "My concern is FDOT has no experience with diverging diamonds in Florida. I think I would prefer a roundabout there before a diverging diamond." The consultants said traffic studies showed a roundabout would not work at that site because of the heavy traffic. They added that the closest diverging diamond is in suburban Atlanta.
