A list of people who support a change in the Sarasota City Charter to create an elected, managerial mayor is proving as controver- sial as the proposal itself. At least one person has been removed and another is asking to be removed from the list. Meanwhile, the Coalition of City Neighborhood Associations (CCNA) is suggesting the list is misleading and asking for changes. The proposal in various forms has been put before city voters three times in the past, and it has been shot down each time. The ideolog- ical father of this fourth attempt is Sarasota City Commissioner Paul Caragiulo, who, on July 15, 2012, wrote a letter to his colleagues asking for their support to put the issue on the ballot. The City Commission has the power to put items up for referendum, including charter changes. Caragiulo's colleague at the time, Commissioner Terry Turner, dubbed the pro- posal the plan for "the imperial mayor" and urged that idea be killed. It was, by 3-2 vote with Caragiulo and then-Mayor Suzanne Atwell in the minority. But the idea did not die.
