produced a document called a "Revised City
Charter," but that is not what appears on the
backers' website (itstimesaraota.com). On
the website is a document simply called "City
of Sarasota Charter." Also on the website is a
list of people who back the proposed charter
change. At one point, Caragiulo's name was
there, but it is missing now.
Somebody else whose name is there but
who requested it be removed is John Moran,
the operations manager for the Downtown
Improvement District. While the city has no
local version of the federal Hatch Act, which
prevents federal employees from engaging in
electioneering activity, the practice is frowned
upon locally. Even when a charter referendum
could have dramatically changed the respon-
sibilities of the Office of the City Auditor and
City Commissioner Paul Caragiulo is one of the supporters of the latest effort to change the city
