dramatically after they had to cease all forms of outdoor display. Since then, business members have been working on a plan that would allow some merchandise to be kept outside. During the Dec. 3 SKVA meeting, Mark Toomey, owner of Robin Hood Rentals and a member of the steering committee working on the latest revision, told members the group was close to finalizing its recommendations. Mark Smith explained on Feb. 4 that he had met with county Code Enforcement and Zoning departments staff, as well as with representatives of the Office of the County Attorney, to craft a revised version of the SKOD that includes measurable constraints, as recommended by county staff, so the fac- ets of the ordinance could be enforced. For example, Smith said, the outdoor dis- play area would be limited to 240 square feet instead of an area measuring 12 feet by 20 feet. With some business properties, he pointed out, that area "may not be a nice rect- angle," so the maximum square footage was proposed. A business owner would submit to the county a site plan, with the store or shop's parking requirements, showing how the display space would be utilized, he continued. The only way a parking space could be used for display area, he added, would be if the business had an excess of parking spaces as required by the county code. A couple of mannequins stood outside Le Grand Bisou Caribbean Boutique in early October after county Code Enforcement staff was told not to cite people for such displays while work continued on a revised zoning ordinance.
