of CLUCK — Citizens Lobbying for Urban Chicken Keeping — deliver a required report. The ordinance allows four hens per domicile, but no roosters. Killing chickens for the pot is prohibited; harvesting the fresh eggs is groovy, according to testimonials the group plans to present. For the first six months after the ordinance was adopted, there were zero complaints. Subsequently, there have been 21, of which 14 were about roosters. Nobody told new own- ers those cute chicks are generally split 50/50 between males and females. Also in the evening session, two public hear- ings are scheduled. Each has the potential to attract public attention. The first concerns amending the duties and responsibilities of the Independent Police Advisory Committee. Members say the current ordinance ties their hands, and they often fear they violate it while conducting their business. The second hearing is a bit deceptive. While ostensibly it would give the city commission- ers additional power over street closures, the ordinance amendment is aimed at the Chalk Festival, once called the Avenida de Colores. Although the city's urban chicken ordinance prohibits roosters, complaints have come in about roosters at some residences.
